Mikhail Mishustin presented to Vladimir Putin the plan of recovery of the Russian economy
2 June 2020 , Prime Minister of the Russian Federation Mikhail Mishustin briefed President Vladimir Putin national plan for the recovery of the Russian economy during the online meeting. According to the Prime Minister on the implementation of the plan over two years will require about 5 trillion rubles, the President said that the implementation of the plan necessary to start from the beginning of July.
The head of government recalled that the plan will be implemented in three stages. Until the end of 2020 need to stabilize the situation until the second quarter of 2021 — recovery, and by the fourth quarter of 2021 to reach the growth. As previously reported, the plan envisages achieving sustainable GDP growth at least 2.5% per year by the end of 2021.
By the end of 2021 is expected to achieve:
- the return of unemployment to the level below 5%;
- growth in real wages — not less than 2.5% in annual terms;
- reduce the level of poverty is lower than in 2019 (12.3% of the total population);
- the growth of retail turnover of at least 3% per year.
Vladimir Putin noted that under this plan it is important to support the population and business. "The strategic objective of this national action plan not only to stabilize the situation, without which, of course, impossible to move forward, but most importantly to support citizens, businesses, business on the output stage, that in itself is important, of course," he said.
The Prime Minister noted that the plan includes about 500 specific events. Vladimir Putin gave the government two weeks to clarify some parameters of the plan and stressed that its implementation should begin from 1 July.
"All this must be done in order to since the beginning of July to begin active implementation of concrete steps. Pay special attention to this, as a number of decisions on support of citizens and enterprises were calculated for the second quarter, so it is important that this work continued without interruption, and the economy, employment, incomes in the second half got serious and effective support for a strong recovery," - said the President of the Russian Federation.
He also noted that pandemic coronavirus has affected the implementation of national projects, their parameters require clarification. Thus the President responded to the Prime Minister's statement about the readiness of the Cabinet in the next month and a half to bring up for discussion in the Council on strategic development and national projects proposals.
Vladimir Putin asked to act as quickly as possible. However, he praised the work done by the government in the preparation of the plan. "The work done is very large not only in volume but also in quality. Of course, this is a very good basis for making final decisions. I think that a couple of weeks, maybe a little more, you'll need.
