Information on the System of international road transport
"TIR Carnet" (transport International Routier) is an international transit system based on the UN Convention, 1975, acting on a global level in partnership between the public and private sector. For nearly 70 years, the TIR system facilitates and secures trade and international road transport by allowing vehicles and freight containers to cross under customs seal of the country of origin in transit without additional border controls.
The TIR system provides:
- acceleration of procedure of crossing of borders;
- execution of procedures for customs clearance at points of origin and destination, not at each border;
- guarantee of payment of customs duties and charges (60 000 Euro, in some countries, 100,000 euros);
- facilitating international trade and reducing costs.
The fundamental principles of the TIR system:
- transportation in secure vehicles or containers;
- mutual recognition of customs control measures;
- provision of financial guarantee for the risk of non-payment of customs payments;
- the use of common customs control document (TIR Carnet);
- controlled access to the TIR system;
- the existence of an effective control system for TIR Carnets.
Since 2013, restrictions on use of TIR Carnets on the territory of the Russian Federation from the second half of 2017 completely abolished. This was facilitated by the position of the countries members of the Union and of the International road transport Union (IRU).
The organizations engaged in export/import products recommend the use of the TIR Carnet, ensuring international guarantees for the carriage of goods in international traffic.
