The experts discussed strategic national projects to build a digital state, as well as services that are demanded by the business community in a new technological era.
Deputy Chairman of RF government Maksim Akimov shared his vision of the digital state.
"I look at these words "digital state". I would put a colon and then write - either digital, or nothing. This is now an alternative. If you do not have harmonious of the data model, if you can't do seconds, simple one click program services, already knowing about the person about everything you need to know that this service issue, it means that this service will provide someone else, and you are out of state, become part of something else. There is no time to think about the fact that we have some part of data is not enough to give service," said Maxim Akimov.
President RSPP Alexander Shokhin spoke on the need of attracting business to the development of digital solutions in the public administration.
"I would like to support the idea of attracting private business. There are two sides to the coin. First, competition increases the quality, of course, platform solutions for the system of public administration. And secondly, private business forms in the system of public administration more customer-oriented approach and focus on the end result and So with these two sides if you look at the problem, then, of course, to promote competition between the private and public sector and integrate platform solutions that private business has already built in the system of public administration", — said Alexander Shokhin.
In addition, according to head RSPP, the Russians need to push to ensure that they passed on the electronic employment record, or "the transition period could be measured in years". "We believe that in the course of the year to go to a digital HR document management and e-book, however, the trade unions and the government believe that the employee is not ready to store this information in electronic form," - said Alexander Shokhin.
The Minister of labour and social protection of the Russian Federation Maxim Topilin said that the Executive and the legislature are actively working to digitize.
"We are preparing four superservis, which in the future should earn, and each of them has a different degree of promotion. What concerns the services in the employment sphere, it affects the pension system. Here we have advanced far enough. The package of laws three bills in July this year, the government approved, submitted to the State Duma. These are questions related to the gradual rejection of paper work books", he said.
Deputy Minister for digital development, communications and mass communications of the Russian Federation Maxim Parshin added that work on superservices involves four cross-cutting result.
"The first is regulation, i.e. a change in the law. The second is the process, common business processes, which inevitably transformirovalsya when we talk about complex services. The third is technology, i.e. the requirements for information systems that also will inevitably have to be articulated also through the way. The fourth is the data," said Maxim Parshin.
Deputy Minister of economic development of Russia Savva Shipov drew the audience's attention at the speed of digital change.
"Now a lot of talk about the rate of change. Can we change quickly? A lot depends on this. We need to answer the question, how we change, because the procurement system does not correspond to the challenges facing us. There is also the problem of the changing legislation because you can develop services, but while the legislative framework exists, we are unable to implement them", - he said.
The President of Rostelecom Mikhail Oseevsky talked about the need for coverage digitization of wide layers of the population.
"A large part of the population lives in small settlements, numbering a few hundred people. Therefore, thinking about the future of digital products, we need to think here about this part of our population that is not so advanced that is older that does not have such a user experience. Our services and products should be, including and maybe primarily focused on them", - said Mikhail Oseevsky.
General Director of "Mail of Russia" Nikolay Podguzov has outlined the company's role in building a digital state.
"My role in this matter - build a digital state we see as very important as the role of combining the digital and physical world. In fact, to provide access to all the benefits of digitalization for the entire population of our country even in the remotest corner of the home. I think the state should thus be used as a major shareholder, to make this process as quickly as possible far," he said.
